The Government of Lithuania in co-operation with the International Federation for Information Processing (IFIP) will be playing host to the World Information Technology Forum - WITFOR, which will take place in Vilnius, the capital city of Lithuania, on 27-29 August 2003.

The Youth Caucus, established at the First Preparatory Meeting of the World Summit on the Information Society, built on its previous work at the Pan-European Regional Conference in Bucharest. The group was active in the policy process and maintained awareness of youth related events, goals and involvement in the WSIS process. Young people have been participating in the WSIS process with the support of Youth Creating Digital Opportunities, an initiative founded by GKP, IISD and TakingITGlobal. Nine members from various Pan-European countries, sponsored by the International Youth Foundation (IYF) and the GKP (Global Knowledge Partnership (GKP), strived to further the influence and gain recognition of youth among governments, NGOs and private sector representatives. A well attended youth panel delivered by the participants, a daily newsletter featuring various youth initiatives in the Pan-European region and the distribution of a Youth Proposed Text of the final Bucharest declaration, ensured that young people were noted as one of the most visible and eloquent groups of the Pan-European meeting on the WSIS.
