Minutes of Second Meeting for ITU World Telecom Day 07
[2nd May 2007]
Second meeting on ITU World Telecom and Information Society day was held on 2nd May 2007 at 3:00 pm in the committee room of Ministry of IT as per planned in first meeting. Mr. Noor Ud Din Baqai presided over the meeting. He informed the participants that focus on reach should be keep in mind while engaging all this activity so that voice should be properly conveyed to the youth of the nation as they are to given wider coverage being focal point of the event this year. He also informed the operators about the organization of the event to show their modalities.
Mr. Baqai asked for at least two main sponsors. Upon request of Member Telecom, Warid Telecom preemptively took the responsibilities to organize the activities solely for Lahore station. Mr. Ali Qadir from PTCL, told the participants that PTCL is ready to take responsibility of organizing the event at Islamabad but with the collaboration of other mobile operators. Ali Qadir also informed that PTCL is ready to solely take responsibility in Islamabad, however, he insisted for joint partnership with other operators. Mr. Baqai reiterated that we should not neglect Karachi and Islamabad as there is a wider market space for IT and Telecom gurus in the cities.
Mr. Ali Qadir emphasized on media management and campaign. He was of the opinion that electronic media can play a vital role in connection with propagating the voice to youth of every class of country. He asked not to ignore media management including road shows and talk shows in this regard.
Representative from Warid Telecom advised to avoid any consortium for this activity and informed that they are feeling comfortable to take responsibility of the event in Lahore independently. While talking about ITU World Telecom Day 2007, Mobilink also insisted for partnership philosophy and said that they are eager to contribute jointly for the event either by making partnership with PTCL in Islamabad.
Addressing to the participants of the meeting, Mr. Baqai insisted to show the interest open handed to make this event memorable and beautiful. He asked to relearn from this activity as this is the yearly exercise in all parts of the world.
Mr. Sohail Qadir from World Call proposed that there should be presence of all operators in Islamabad and World Call is also ready to offer their services as co-sponsor in Lahore. Paktel also showed their interest in joint and co-sponsorship with others.
Mr. Baqai also told that they will again invite members for talk on Mobile Commerce and with idea sharing with Philippine’s delegation. He said that Islamabad and Karachi are also major big cities and these should not be neglected. He told PTCL representatives that he will talk with Mr. Walid Irshaid,, President and CEO PTCL, in this regard to know his consent for sponsoring the event in Karachi.
It was concluded that Warid Telecom will organize event in Lahore and/or if other partners can join them as co-sponsor. As far as events at Islamabad and Karachi are concerned, there is a need to build a consensus among different operators and inform to Ministry in this regard with in three working days ahead.
Representative from DVCOM proposed that the speech of the Prime Minister at Islamabad can be broadcasted at the events at Lahore and Karachi through videoconferencing. DVCOM volunteered that it can present its services to work out modalities and can arrange videoconferencing to broadcast the event live from Islamabad. Representatives of Warid Telecom disagreed with this idea and insisted that they will handle activities independently in Lahore.
Mr. Baqai informed that Prime Minister, Minister for IT and Chairman PTA will be present at same station, most probably from Islamabad. He told that Chief Ministers of Sindh and Punjab will also be requested to make sure their presence at their respective provincial capitals.
While talking about media coverage plan, Mr. Baqai told that single nominee will be required from each company to take part in this activity. He told that nominees will be requested from every panel and a form will be sent to them via email, which they will send back after filling the full name and contact of the nominee to represent the company in different media campaigns including talk shows on different TV channels.
Mr. Ali Qadir said that electronic media can play a big role for it as after evolvement of different private TV channels, there is big room to take part from different stations. He said we can target at least nine TV channels for different talk shows on this theme of ITU World Telecom Day.
Mr. Qadir also suggested that Special Supplements are of lesser importance and are a waste in a way. He advised to target electronic media instead of publishing supplement as this is comparatively more beneficial in order to spread the words to general public specially youth. Representative from Warid had a different opinion that supplement publishing is a tradition on such occasions and this should tradition should continue. Mr. Baqai also explained that supplements, essays and articles are healthy tradition and should not be avoided.
Mr, Baqai emphasized to collect articles for publishing in the special supplement by 10th May, 2007 and it was told that master plan is to be prepared till next meeting. It was agreed that next meeting in this regard will be held on 8th May 2007. He told that speeches of Prime Minister and UN Secretary can be broadcasted at all stations at the same time, while other activities will be station specific. He asked to all operators to finalize their intentions for sponsorship within next three days. Mr. Baqai told that the rates for the publication of special supplement should be Govt. rates instead of commercial rates. He also presented the services of MOIT to get NOC from PID for special rates for the publication of the supplement. However, Mr .Ali Qadir told that they can even negotiate better rates than PID, with the concerned agencies. Mr. Baqai also authorized Ali Qadir to final the rates for supplement with the published in this regard.

The meeting started with the representatives of different telephony operators of the telecom sector in the committee room of Ministry of IT at 3:00 pm on 27th Apr 2007.
Mr. Noor Ud Din Baqai started the meeting and told the members this time Ministry of IT is intended to take the responsibility to held IT World Telecom Day 2007 in 3 major cities of homeland, which are proposed Lahore, Karachi and Islamabad capital territory. He mentioned that Ministry of IT will coordinate all media campaigns in this regard. He threw light on the importance of this event as this is one of the mega event of its nature and is celebrated all over the world at 17th May including Pakistan. Mr. Baqi told that MoIT is taking the responsibility to organize the event this year while requesting the sponsorship from telecom operators. As this is the mega event of whole telecom sector and while synergy building, sector will be able to portray an efficient image and will come up with completion of this activity more effectively.
While talking about the lead sponsors and co-sponsors, he told that organization rights will be on first come first serve basis. He asked all members to complete their concept papers up to 30th April in this concern, so that any amendments can be made proactively.
The idea of article submission was also floated in the meeting. The dead line for articles submission was proposed before 10th May, the quality material might also be published in the supplements with the consent of sponsors. This was also informed to make sure the submission of articles by the end of 10th May for proper comparative analysis by all means. In case of same quality or tie among proposals the balloting among proposals was suggested, which help thrusting the quality articles out of them. The idea of cash prize for the person was also appreciated in the meeting. It was advised to do balloting while in the presence of at least lead sponsor. It was suggested to organize road shows and talk shows on different TV channels to promote this campaign among general public.
While delegating the rights to sponsor for different activities mentioned above, the meeting will again convene by MoIT at 3:00 pm on 2nd May 2007. The issue of the appropriate time required for this activity was also discussed among members. Mr. Baqai asked to start it at 10:00 am and end it before lunch with refreshment break for the attendees.
Mr. Noor Ud Din Baqai has also directed the staff to record the messages of Mr. Ban Ki-Moon, Secretary General of the United Nations, Dr. Hamadoun Touré, ITU Secretary-General other key officials for this event and also instructed to prepare a CD to float the messages in the form of ticker or moving messages, or it can be a video message presented over data show during the event.
Mr. Baqai also mentioned the activity will start formerly with National Anthem proceeded by Prime Minister's address to the audience. After speech of Prime Minister, a key note speech will be delivered while keeping in view the youth of the nation as this is the main focal theme of World Telecom day this year.
As the agenda of this year is mainly revolving around the youth this year, so their participation in this activity is very vital. To entrench their participation it was suggested to ask different telecom universities in the region to nominate their bright students for sharing the first hand ideas to come to know what actually youth wants in this contest. Other ideas for arranging some Debate competition and SMS competition like activity were also discussed in the meeting.
Mr. Baqai showed his strong interest to invite the graduates got scholarships from Outreach scholarship program of National ICT R&D Fund last year.
Mr. Baqai forced to prepare the intent till the next meeting going to held at 3:00 p.m on 2nd May, when the detail mechanics will be discussed and responsibilities will be delegated. He mentioned the presence of Minister IT and Chairman PTA will try to make possible for event in Islamabad.
