Minutes from NGO Youth Meeting on 01 December 2004
ATTENDEES:

WHAT WE DISCUSSED:
1. MDG report is out for circulation. Info at www.mdgyouthpaper.org
2. Commission on the Status of Women (CSW)
• NGO Youth will host a youth-oriented side-event during CSW. A meeting will be held on December 6th to discuss and plan this event.
• NGO Youth planning on joining with Youth Coalition in order to create a strong foundation for a Youth Caucus at CSW
• in the past the Youth Caucus to CSW has not been well organized and has not had effective lobbying, this could been ameliorated with planning on our part prior to the conference
• This year there will be a High level panel comprised youth on the topic of young men and women re: forward looking strategies for Beijing +10 platform (YES!)
• In order to increase knowledge of a strong youth presence we discussed:
i. Placing an ad re: youth lunch/caucus/breakout sessions (mention of MDG Youth Paper as well) in CSW pamphlet/calendar which every participant receives
ii. Having CSW host and place on the schedule a lunch on the Sunday before CSW – NGO Training Day
iii. Organizing break-out Youth Caucus rooms during CSW
iv. Have a presence at the Roundtable discussions in February (10th on MDGs and 24th on regional focal points)

NGO Committee on Youth Meeting Minutes

Minutes from the last meeting were distributed over the listserve. The last meeting was a dialogue with youth delegates attending the General Assembly’s Third Committee meetings. There was much positive feedback from the event and it was requested that the event be held earlier in the visits of the delegates next time.
III. Briefing from the UN Programme on Youth
Julie Larsen from the UN Programme on Youth had many announcements to make in regards to the work of UN Youth. She announced that the youth resolution that was passed in the Third Committee is available, and it sets the agenda of UN youth. She was pleased to announce that there were more youth delegates this year than in the past. As 2005 is the 10 year review of the World Programme of Action for Youth (WPAY) as well as many other important agreements, it will be hard for youth issues to get the attention they deserve.
The Youth Programme will host two consultative meetings leading up to the review where it will solicit input for a Secretary General’s report. As a result of the youth resolution, it will now report to the General Assembly next fall, instead of the Commission on Social Development. NGO’s who would like to provide input to the report should do so as soon as possible.
The City of New York is looking to partner with the Youth Programme in order to celebrate World Youth Day in August 2005.
The Youth Programme is revamping its website soon and welcomes suggestions. Any youth who might be interested in designing it should contact Julie (larsenj@un.org).
The Youth Programme is looking to close the gap between policymaking and grassroots efforts by linking to other UN agencies and programmes who are dealing with youth. These include the World Bank, UNFPA, UNICEF, UNEP, etc.
The Youth Programme recently hosted a workshop in Northern Africa on youth and poverty and another in Russia on youth and disabilities.
Julie is going to Geneva soon to work with their NGO Committee on Youth to give a presentation on the Millennium Development Goals and the WPAY. She will also be giving a workshop to the youth council of Sweden during her visit to Europe.
As the Youth Programme does not currently have a Spanish speaking point person, anyone willing to become one should contact Julie.
In discussion that followed Julie’s update, NGO’s in New York were encouraged to ask their Geneva counterparts to join the Geneva youth committee. It was also mentioned that the United States, while not sponsoring the resolution, did sign it and were supportive of youth participation. There was also a comment that there needs to be a continued push for more youth delegates. Other comments were made regarding youth participation during commissions (the Youth Programme will contribute to side events during the Commission for Social Development and a panel will be put together during the Commission on the Status of Women to include young men and women), youth input into the Cardoso report, and a suggestion to create an interagency task force to look at youth issues.
IV. Commission on Social Development (CSD) and the Commission on the Status of Women (CSW)
The Committee broke into two groups to discuss possible youth events during the Commissions. The CSD in 2005 will be reviewing the Copenhagen Declaration and it was mentioned that a youth written intervention would be worthwhile. Members of the youth committee created some talking points for the NGO Committee on Social Development that should be used in any such intervention. The small group working on an intervention for CSD included the talking points and will meet to discuss the intervention further. They will also make plans to ensure that the intervention is followed up during the Commission. The contact for this group is jim.freeburg@franciscansinternational.org
The small group working on CSW will discuss doing outreach for a stronger “youth caucus” or youth contingent to the CSW. They also discussed hosting a group of teens who have written a play on trafficking, and hosting an event during the CSW, perhaps on young women’s political participation. They will meet again to strategize along these lines on Dec. 6 at 2:00 in the UNICEF cafeteria. Additionally, there is a group from Canada that wants to put on a play during the CSW about prostitution. They are currently looking for sponsors and have approached the youth committee in regards to that.
V. Youth and MDG’s paper
The group creating a paper on youth contributions to the Millennium Development Goals are accepting organizations to consult the paper on. The paper will eventually be given to the Millennium Project.
VI. Announcements
Jill Strauss from the Temple of Understanding is organizing a series of youth events at the United Nations on Jan 31 as part of the 8th Annual Ghandi King Season for Nonviolence. Young people interested in helping out should contact her at jill@templeofunderstanding.org.
There will be an open forum to decide the theme of next year’s DPI conference on Dec 2 at 10:30am. All are invited to attend in order to ensure that youth are included as a stakeholder in all approaches to meeting the Millennium Development Goals. Suggested themes for the conference may be sent to Shamina at shamina18@yahoo.com.
An online discussion regarding the structure of youth organizations involved in HIV/AIDS has recently ended. Contact Jill at jill@takingitglobal.org for more information.

As part of the follow up to the recent panel and online discussion on Youth, AIDS, and Gender, the NGO Committee on Youth is putting together a brochure to spread results from these events. The brochure will have facts and voices about youth and AIDS as well as a list of action ideas. We would like to utilize some of our international members for this project. If anyone is interested in helping with layout or design or has ideas for the brochure, please contact me at jim.freeburg@franciscansinternational.org. We would specifically like someone to design a graphic that relates the ideas of youth, AIDS, and gender. Thanks.
