- IT WILL BRING INTO EXISTENCE THE PERCEIVED CONDITIONS TO REDUCE JUVENILE DELINQUENCIES AND VARIOUS CRIMES COMMITTED BY YOUNG PEOPLE THE WORLD OVER.
