IV Vulnerability and Strategies of the households Due to the food insecurity
The vulnerability with the food insecurity was analyzed starting from two types of information 1 the food deficiencies the 2 food strategies of the households. The demonstrations of this vulnerability arise in the form of food deficiencies and of diseases. From this point of view, the households in rural mediums, particularly the children and the adults are exposed to these problems. The fraction of the population suffering from

Ponderal insufficiency engraves is found especially in rural medium, that is to say 10 % against 3.5% in the metropolitan surface and 4.4 % in the other urban environments. The children of less than five years have the strongest probability of being victim of chronlack of food.

The FOOD INSECURITE
Due to the food insecurity, the household adopts various strategies: reduction in the consumption of food goods, reduction in the expenditure devoted to the food, instilment purchase and loan. One can affirm that 8.7 % of the poor households keep their food practices whatever the socio-economic situation of the family; 27.3 of the households of the first quintile of income have the same behavior. On the other hand, a great proportion changes practices. She decreases the consumed ratios and eats in an irregular way. Moreover, the households’ misent more on certain bonds of proximity, family, friendly, etc. In addition, the households in rural medium, where the bonds of solidarity are more solid, tend to resort much more to the food credit that the households in the other mediums of residence. In conclusion, the study of the durable means of existence helps to become aware that it would be necessary to direct the reflex ion towards other grounds or problems:
a) How to approach the practices of durable agriculture having to help to ensure a growth of the food production and employment the farmers?
b) Which monetary policy should be implemented to create stable paid jobs and to guarantee the purchasing power of the vulnerable groups?
c) On which base to consider the education of the working population and the investments priority for the development of Haiti:
d) How to revalorize the food traditions Haitian’s while supporting nutritional education and to study means of existence in the urban zones?
E) Mobilization of the capacity of the citizens within a collective framework.

From the point of view of rebuilding of Haiti –
Reaffirms that education is a key factor of the retreat of poverty, recognition and guarantee of Humane dignity. It is a powerful lever of the development. The right to education is not a simple technical and financial business. It is registered above all in a common political good-will to build new relationship between the people for a balanced and interdependent world.
- Recommends that education is regarded as one of the priority stakes for the development of the balance of the company Haitians. The government, with the support of the international community, must engage of the considerable efforts to define, with all the actors concerned, of the coherent educational strategies and mobilize significant financial resources for their implementation.
- engages on the principle which education must be a right for all. For this reason, association begins to contribute, with its partners, with the access of the populations Haitian’s to education and to support the objective of an education for all.
- Recommends reinforcing the device of fight against poverty in order to meet the other economic and social fundamental needs, of food sovereignty, legal and political rights.
Living conditions
Of the mainly economic reasons push the poor families of the rural zones "to give" to one their children to town families able to offer a little food to them and a corner to sleep, thus hoping, to ensure their child a more decent life.

The placement of the children as domestic is an old practice, but the aggravation of the political and economic situation of the last decades largely contributed to increase the number of the children thus placed.

The work of a domestic child is often very hard, until l8 hours per day. The child-restavek, sometimes 5 years old only, frequently underfed, does not receive any instruction and any wages, the law Haitian not envisaging remuneration for this type of work. The child "restavek" undergoes, sometimes, of physical or sexual violence. He is often cut of any bond with his own family, because of the distances which separate them, of the illiteracy and the absence of any mean of communication.

The situation of the life of the deserites family

Haitians have broken the chains of slavery for more than two centuries, but 300 000 children continue, on the small island, to be controlled to the profit of families easier than theirs. Jean Robert Cadet served itself of "Restavec" since age the four years and, made rare, managed to leave himself there. Today, it fights so that this form of slavery, ignored by the local authorities and the international community, that is to say, 200 years after, (again) abolished.

Restavec or slavery in Haiti

children in domesticity
• The need for survival. That is to say right to nourish themselves, to rest, escape the pain.
• The need for protection and safety. The child "restavek" does not know physical safety, does not have private space, is subjected to various violent or sexual aggressions.
• The need for membership. That to be accepted, to belong to a group which it asserts like his. However the child does not form integral part of his family "of reception".
• The need for recognition. The domestic child is often devalued.

• The need to be carried out fully is almost impossible to realize by a child in domesticity which receives neither education, nor vocational training.
The States left take all measurements legislative, administrative, social and educational adapted to protect the child against any form from violence, attack or physical or mental brutalities, abandonment or negligence, ill treatments or exploitation, including the sexual violence, while it is under the guard of his parents or the one of them, of sound or its legal representatives or any other person to which it is entrusted.

"Haiti is the poorest country of Americas with 80 % of alive Haitians under the poverty line. The formal economy (factories of subcontracting) was very affected by the suspension of the economic aid in 2000. This one very partially began again in 2003 in spite of the economic absence of opening

Objectives:
Hoping Resultants
