YES DRC is a youth employment program of ICG asbl (Initiative Congolaise pour la Gestion autonome des populations) a not for profit community organization established under the laws of the Democratic Republic of Congo with official registration number: Arreté Ministériel n° 258/CAB/MIN/J/2006 du 4 juillet 2006, published in Official Journal on September 1, 2006 and having its registered office at 5, 10th street, quartier industriel, commune of Limete, city of Kinshasa. It is also registered as Non Governmental Organisation (NGO) with the Ministry of Plan: Arreté Ministériel n°31/CAB/MIN.PL/2003 du 6 novembre 2003.
YES DRC aims at empowering economically disadvantaged young people through the development of a variety of short and long term educative and supportive programs. These programs aim at the provision of youth leadership and entrepreneurship development services, small loans as start up capital, mentoring and tutoring services in order to create an enabling environment where Congolese young practitioners in the micro and small enterprise sector will develop strategic networks, share ideas, experiences, best practices.
Since its inception in september 2006, YES DRC/ICG asbl had successfully achieved a good experience story which includes (1) the provision of small loans, mentoring and tutoring services to support income generating activities in favour of 20 economically disadvantaged boys and girls from remote areas in the town of Bukavu and its peripheries of which 12 participants have become successful entrepreneurs in the sector of IT ventures, Poultry farmers, cake-making and dress-making; (2) hosted 5 capacity-building seminars; (3) a three days participative, diagnostic and planning workshop that 80 targets and collaborators attended; and (4) succeeded to organize 4 training and capacity building seminars and workshops in favour of 100 participants.
We work in fruitful partnerships with families, youth-led organizations, specialized government agencies, training institutions, UN agencies, Donors, International NGO and Civil Society NGOs to empower marginalized youth to create and improve their livelihoods, and thus create an enabling environment where they are prepared for future life as productive, contributing citizens, well-equipped to create a job or to take a job and become agents for social change.
Background:
Despite its vast source of natural resources, the Democratic Republic of Congo is an area requiring massive redevelopment since the internal struggles by various fractions to take leadership within the region, and such, it is economically, socially and politically unstable. There are few job opportunities, corruption is rampant, and infrastructures (transport, banking and other facilities) are creaking.
As consequences of the bad management of the state since 1965 and consecutive plundering wars of 1996 - 2004, 85% of its global population is facing an extreme poverty in such a way food, shelter, education, health care and home comfort have become pending issues. Poverty has especially taken a heavy toll on children and young adults and on their communities. Illiteracy, famine, malnutrition, unemployment, underemployment, exploitation of children, economic and financial hardships, human sufferings, social exclusion, lost production and wasted human potentials are the greatest costs to pay. Not surprisingly, there’s a sense of frustration and despair among those who feel left behind their communities. The problems and challenges are enormous. But YES DRC cannot afford to a diminished commitment to its most important and vital force for the future. We must tear down the dividing walls that constraint innovation in our society and that isolate youth and their initiatives from other services. We must re-engage young leading social entrepreneurs from every part of the society and revitalize our convenient with the next generation. The longer we wait, the more youth at risk and the greater the challenges become.
The Millennium Development Goals (MDGs) and Poverty Reduction Strategy Papers (PRSPs) are the most important development commitment made by the world leaders on a common stage at a turning point in history: at the dawn of a new century of human endeavour pledged to improving lots of people in awkward situation, and to protecting our shared planet from thoughtless plunder of Man. The above policy documents in turn inspired this proposal which, as national YES Campaign intervention, is to tackle the global and national crisis of youth unemployment that is manifesting itself in more than one way in our communities where youth are being recruited into local militias and terrorist factions, whether directed towards immigrants, or towards foreign powers. Indeed, youth unemployment is not an issue that we can afford to ignore. It affects our own lives and the lives of our families and friends, either directly or indirectly.
The world report on youth unemployment statistics indicates that this issue is staggering and begs immediate action. We intend to contribute towards the achievement of the MDGs and national PRSPs by providing education, skills training, micro credits, technical assistance and opportunities for self-employment and employment to Congolese youth to conduct poverty eradication programs for themselves and others.
We aim, through this intervention, to promote youth critical thinking and empower them to act effectively, and enable them to develop satisfactory skills needed in local economy.
We are seeking for support from a variety of stakeholders which will enable us to implement this program and demonstrate its soundness and effectiveness to community development agencies, and local private funding sources for future funding of the long-term program. We critically need funds and technical assistance to develop of a series of short and long term educative and supportive interventions. These support resources will constructively assist the hundreds of undereducated, jobless, exploited and economically disadvantaged young people into our new community service programs.
The challenge at this stage is to seize the opportunity, to take the risk, to realize an innovative, new, rewarding and productive future. With the strengths which have made our network what it is today, the choice is an easy one – help the community meet the challenges of the 21st century. The technical training requirement of our communities is overwhelming and mirrors the needs of most other inner city populations. The Congolese youth employment program is ready to be implemented as a national model for all inner city community organizations everywhere for building a future, uplifting individuals, creating self-sufficiency.
Objectives:
To contribute to the effective achievement of the DR Congo PRSPs and the Millennium Development Goals.
Milestones:
Creation of at least 140 000 new decent and productive work in favor of youth, especially vulnerable youth from low-income and poorest areas (both rural and urban) - the victims of sexual violence and rapes, demilitarised and war child, HIV/AIDS orphans, street children and any other vulnerable young people by the end of the year 2020.
