On Tuesday April 17th, 2007, the new Minister of Labour and Social Security, her Excellency Marie-Ange Lukiana (*), has invited all UN Agencies Representatives (UNDP, UNFPA, ILO, UNAIDS, UNESCO, ...) in Democratic Republic of Congo (DRC) to the important meeting on employment and social security in the country, and specifically on youth employment issues. The meeting has taken place at the Conference Room of the Ministry of Labour and Social security. The Minister took this opportunity to explain that thousands young girls and young people finish their studies every year and are ready to enter into the labour market. But most of them can not find jobs because of the limited number of employment created in the market. And so DRC is facing a high rate of youth unemployment that is the great cause of poverty among youth.

Education and Employment are ones of the five priority areas of the President Joseph Kabila during his five-year mandate (2007-2012) after the last presidential democratic election. The Minister of Labour is looking to develop effective programs that will provide employment opportunities to all and mainly to young people. The Minister is seeking support from all UN Agencies in order to give shape to these programs. And the UN Agencies Representatives in DRC promised to support and contribute to the efforts of the Minister to struggle against the high rate of unemployment in DRC.

The National Forum on "Formulation of the National Policy on Employment and Social Security" will take place sooner.

YES-DRC Network is one of the privileged youth organisations that are working closely with the Ministry of Labour and Social Security since 2002. We are making the necessary so that delegates from YES-DRC Network participate to this important forum. In fact, we would like to highlight that two delegates from YES-DRC Network, conducted by Jules Ramazani, the Country Coordinator, participated to the National Workshop on the Formulation of the National Action Plan for Employment Promotion and fight against poverty, organised by the Ministry of Planning and the Ministry of Labour and Social Security with the collaboration of the ILO/ Office of DRC, Kinshasa (DRC), 29-30 November 2005. And to date, DRC is equipped with the National Action Plan for Employment Promotion and fight against poverty in which youth employment is one of the main areas developed. And that was the contribution of the YES-DRC delegates to this workshop.

In June 2nd, 2006, the former Minister of Labour and Social Security, his Excellency Balamage N'kolo, had sent letter to the YES-DRC Country Coordinator requesting the nomination of two delegates who will participate to the National Committee for the preparation of the National Action Plan on Youth Employment that is part of the National Action Plan for Employment Promotion and fight against poverty. Jules Ramazani and Trésor Kalunga are currently represented YES-DRC Network in this National Committee. In this order, the Ministry of Labour and Social Security in collaboration with the Ministry of Youth and Sports will organise the National workshop with the support of ILO/Office of Kinshasa.

As you know, DRC is one of lead countries of the Youth employment Network (YEN). In fact, the Democratic Republic of Congo joined the YEN in July 2005 following a letter to requesting Lead Country status being sent from his Excellency President Joseph Kabila to UN Secretary-General Kofi Annan. In this letter the President stressed the need to focus on young people as a central catalyst in overcoming the civil conflicts in the DRC citing their energy and contribution as essential in the country’s struggle against poverty.

YES DR Congo has implemented many different programs targeting youth knowledge building in their country. Through their Young Entrepreneurs Club The YES DR Congo program aims to initiating youth into the basics of entrepreneurship and guide them to take the necessary steps to set up their own business. Two hundred fifty young students from five Universities are participating to the program this school year. Through their Academy for Entrepreneurship and Enterprise Development (ACEED) they plan to provide youth willing to run business with an enterprise education and entrepreneurship professional training, enabling them to acquire basic business and leadership skills, and managerial knowledge necessary to establish sustainable businesses. This program will start in 2007 with an annual capacity of training 500 youth in DR Congo willing to become entrepreneurs.

It is a great pleasure for YES-DRC to present you its best wishes for new year 2005. Peace, happiness, prosperity, and longevity to all YES HQ Staff and Members, YES Regional Coordinators, and distinguished fellow YES country Coordinators.

At the dawn of the third year of the YES Campaign we are confident that 2005 will offer to all YES Country networks the opportunity to be institutional and professional so that they can build new partnerships in order to consolidate and develop what they are doing in their respective country by empowering youth to have a chance of improving their living conditions.

In DR Congo, after its registration by the Ministry of Justice as a Non Profit and NGO, YES-DRC is working hard to develop its Actionplan for two next years (2005-2006) liable to create more jobs opportunities for youth after war and armed conflicts by promoting youth entrepreneurship and cooperative business in diverse sectors of economic activities in rural and urban areas.

MESSAGE DE VŒUX À TOUS LES JEUNES CONGOLAIS ET AUX RESPONSABLES DES ORGANISATIONS MEMBRES
DU YES-DRC NETWORK / RESEAU POUR L’EMPLOI DES JEUNES DE LA RD CONGO

C’est avec plaisir que nous venons présenter nos vœux les meilleurs de santé, de bonheur, de prospérité et de longévité à vous-même, à votre famille et à tous ceux qui vous sont chers, pour l’année 2005 qui commence déjà.

Nous voulons saisir cette opportunité pour souligner que depuis le lancement de la Campagne mondiale pour l’emploi des jeunes, lors du premier Sommet mondial pour l’emploi des jeunes (YES2002), à Alexandrie, en Egypte, beaucoup d’efforts ont été fournis pour donner la chance aux jeunes de la RD Congo de trouver des moyens productifs et décents en vue d’améliorer leurs conditions de vie.

En effet, durant l’année 2004, beaucoup des programmes et projets ont été réalisés par les organisations membres du YES-DRC dans les domaines du VIH/SIDA, de l’Environnement, de l’Entrepreneuriat, de l’Encadrement des jeunes défavorisés, de micro crédit, …

Cependant, beaucoup d’efforts restent encore à déployer pour aider les jeunes de notre pays à retrouver l’espoir de vivre et leur permettre de participer activement au processus de la reconstruction nationale et du développement du pays.

Pour atteindre cet objectif, nous devons relever les deux défis majeurs qui handicapent le fonctionnement harmonieux et cohérent de notre Réseau YES. Il s’agit des défis de l’institutionnalisation et du professionnalisme, condition essentielle pour l’obtention des financements nécessaires à la réalisation de nos programmes et projets.

Nous en appelons donc à la conscience de tous de pouvoir mettre à profit la nouvelle année 2005 pour améliorer les méthodes de travail, d’user de la créativité et de l’imagination en vue de trouver de nouvelles recettes, de nouvelles manières, de voies innovantes de résolution de problèmes communautaires dans la solidarité, le partage et la cohésion.
