skills shortage in australia

there has been a lot of talk about a skills shortage in australia and the government has proposed technical colleges, more skilled migrants, and young people dropping out of school to start trades.
what do you think are the causes of a 'skills shortage' in australia? do you believe there is a skills shortage? why are some people out of work?
