This project is a youth-led local response of young people in Western Visayas to respond to HIV and to contribute to the country's international commitments to the Millennium Development Goals, the UNGASS Declaration on AIDS and the UNGASS Declaration on Children "World Fit for Children".

Instead of pressuring the government and reminding political leaders regarding their responsibilities and action, this project sees the youth as a resource in working with the Government and civil society in mainstreaming local responses to contribute to the achievement of state obligations to international commitments and international laws ratified by the Philippine Government through the implementation of the youth in nation building act of 1998.

The project is divided into 3 subprojects: (1) Advocacy and Social mobilization, (2) Capacity-building, and (3) Empowerment.

UNICEF Philippines selected Kabataang Gabay sa Positibog Pamumuhay as one of the five (5) NGOs in the Philippines as one of the HIV Prevention partner implementers for the HIV Prevention Component of the country programme for Children 6.

Banking on the success of the HIV/AIDS Youth Advocacy Package or HAYAP on Tour implemented by the organization in Western Visayas in the year 2000 and onwards, Gabay renamed it as the "AIDS-Talk Marathon" in 2005 and is spearheaded by the "Peer in Action Team" or PACT under the Sub-project Advocacy and Social Mobilization Component of the Project.

The HAYAP on tour was developed by the Team for KIDS and CHAIN Philippines in the year 2000 through UNAIDS and UNICEF support under the Department of Social Welfare and Development and was successfully implemented and sustained in Western Visayas through the Kabataang Gabay sa Positibong Pamumuhay, Iloilo City. The initiative was the winning project entry of the organization when it was chosen as one of the most outstanding youth organizations in the country during the 1st National Search for Ten Accomplished Youth Organizations of the Philippines last April 2003 at the Malacanang Palace. The search for outstanding youth organization in the Philippines was organized and presented by the Office of the President of the Republic of the Philippines National Youth Commission and the Office of Senator Francis "Kiko" Pangilinan.

The now AIDS-Talk Marathon is reaching most-at-risk children and youth particularly the children-victims of commercial sexual exploitation, prostituted women, and street kids in the region. An abstract was made and submitted to the 2008 AIDS Conference to be held in Mexico.
