The project is governed by a project cooperation agreement between the Kabataang Gabay sa Positibong Pamumuhay and UNICEF Country Programme for Children - 6 HIV Prevention Component and covers the First Project Phase of the cycle June 2005 - May 2006

Background:
After the AIDS Surveillance and Education Project or ASEP funded by the USAID under PATH Philippines, GABAY adapted and continued the community outreach and peer education (COPE) component of the project under the STI-HIV/AIDS and adolescent reproductive health program in the year 2003-2005. GABAY’s target population was narrowed to focus on street and market children and key activities was focused on advocacy and peer education and counseling. In the period May 2005, GABAY embarked on the “Skills for Life Project” as the first year of the 5-year HIV/AIDS prevention for most-at-risk children and youth in Western Visayas funded by the sixth country programme for children of the United Nations International Children’s Emergency Fund or UNICEF Philippines.

The project period was May-2005 – June 2006 and the intended project results for the first year project duration is the setting up of peer education systems in identified high-risk urban and urbanizing poor Barangays in Region VI piloting the City of Iloilo and the municipalities of Jordan and Buenavista in the Province of Guimaras. Activities are divided into three sub-projects described as key result areas, which are (a) advocacy and social mobilization, (b) capacity building, and (c) empowerment.

Objectives:
5-year Programme Outcomes:

80% of identified women in prostitution (WIP) and most-at-risk children and youth (MARCY)** in selected urban/izing poor Barangays of Iloilo City and Guimaras are empowered to protect themselves from HIV and risk factors for HIV infection.

5-year Project Results

1. Local policies/ordinances have been amended/enacted to address HIV/AIDS concerns/issues of WIP and MARCY in Iloilo City and Guimaras;
2. Existing public health service facilities in selected districts of Iloilo City and municipalities of Guimaras are providing HIV/AIDS and adolescent reproductive health (ARH) information and services, including voluntary counseling and testing (VCT); and
3. Community-based interventions have reached 80% of the WIP and MARCY in selected urban/izing poor Barangays of Iloilo City and selected municipalities of Guimaras

Milestones:
1. Overall, the project management team finds that the annual project result to install peer education systems in pilot high-risk, urban and urbanizing Barangays was successfully achieved. The current UNICEF HIV/AIDS prevention intervention particularly the life skills sessions for most-at-risk populations is exceedingly relevant and useful to areas found to be of highest risk.
2. Under subproject 1, advocacy and social mobilization, 8 pilot Barangays were identified six (6) in Guimaras and four (4) in Iloilo City. Out of six Barangays in Guimaras, only four were piloted and out of four identified Barangays in Iloilo City, only two were piloted for project intervention. Consultations and orientation workshops were successfully achieved in the Barangay, City/Municipal, and Provincial levels. Planning workshops was conducted in the Barangay level and produced a Barangay action plan that integrates HIV/AIDS and ARH efforts in SK and Barangay activities. In the action plan, Barangay activities were planned including the annual special activities where Barangay officials, community catalysts and peer educators actively participated.
3. Under subproject 2, capacity-building, target population in Iloilo City was identified. Populations that pose the greatest risk of HIV/AIDS are the street and market children and women in prostitution in Iloilo City. Pilot areas in Guimaras did not manifest MARCY populations, however key informants were utilized for the conduct of peer education activities in the pilot areas. Tools for peer education activities under this subproject were developed, among them are a peer education training module, peer education kits which is composed of a PE manual, IEC materials, flip chart and condoms (for demonstration). Two types of IEC materials were developed, one for MARCY population and the other for general population. Sixty (60) identified peer educators availed peer education training and 13 availed training for young trainers and are ready to conduct behavior change interventions in their respective Barangays. Community referral mechanism has been developed and had provided target MARCY access to STI screening, diagnosis and treatment with BCC partners.
4. Under subproject 3, empowerment and monitoring, trained peer educators are deployed for the implementation of behavior change communication activities in their respective Barangays and reaches out MARCY for peer education intervention. Peer educators organized themselves as a federation and actively participated in the implementation of HIV/AIDS annual activities all-year-round. BCC, peer education activities and life skills sessions were facilitated and/or monitored by field workers.
